Parking Permits

The City of St. Thomas offers several types of parking permits, depending on where and when you need to park.

To accommodate occasional parking needs, the City of St. Thomas offers single day and single night parking vouchers within the downtown municipal parking lots through the HONK mobile app.

  • Daily parking (valid 8 a.m. to midnight): $4
  • Overnight parking in downtown parking lots (valid from midnight to 8 a.m.): $4

To purchase an overnight permit, open the HONK mobile app, select the parking lot and tap “Select Time.” Set the start date and time to after midnight for the Night Permit option to appear.

Please note: Daily parking purchases are only valid when parked in a designated 2-hour parking space within a City-owned parking lot.

You can buy annual, monthly or daily permits for municipal parking lots.

  • Annual Permit: Renews each December for existing holders. New requests depend on availability
  • Monthly Permit: Available for the calendar month, based on availability

You can choose a daytime rate (8 a.m. to midnight) or a 24/7 rate. Prices vary.

If a permit type is not available, we will place your request on a waitlist and notify you by email.

Long-term overnight parking: 

If your property meets the eligibility criteria in the Traffic and Parking By-law, you can apply for an overnight street parking permit.

Permits are available starting October 15 each year and cost $84.75 for the season.

Occasional overnight guest parking:

If you need occasional overnight guest parking between December 1 and March 15, you can purchase a temporary overnight permit for $4 per night, with a maximum of five permits per season.

One-night temporary permits are also available at the Environmental Services front desk at City Hall, while supplies last.

Residents of the streets listed below (see Courthouse Area Guest Parking Passes - Qualifying Streets) can register online for five-hour on-street parking in the Courthouse area.

Register for Courthouse Area Residential Parking

If you have registered your vehicle under the Courthouse Area Parking Plan, you are entitled to two guest parking passes, available at the Environmental Services front desk at City Hall.

Guest passes are valid Monday to Friday, from 8 a.m. to 5 p.m., in restricted neighbourhood parking areas only. A pass is not required outside of these hours.

Guest passes do not allow parking:

  • In City parking lots
  • In areas restricted by other posted signs
  • Overnight on City streets during the winter maintenance period (December 1 to March 15)

Display the pass on your rear-view mirror. If you lose your pass, a replacement can be purchased from Environmental Services at City Hall for $25.

This 2-year pilot program lets eligible residents use the boulevard portion of their driveway for parking during the winter parking restriction period.

Eligibility: Your street must meet geometric requirements and have support from more than half of the property owners. Up to 10 streets can join per year.

How to apply:

  1. Review the [Information Sheet] to confirm your street meets the requirements
  2. Submit an [Application Form]
  3. We will send a questionnaire to property owners on your street to confirm support
  4. If there is enough support, we will notify your street of the pilot start date

Please Note

  • residents and guests cannot park boats, campers, trailers, motor homes, or vehicles with a registered gross weight over 3,000 kg on the street
  • all decisions on permit requests are based on a site visit and are final without appeal
