Community Improvement Plan

Our Community Improvement Plan offers financial incentives to private property owners in St. Thomas. These incentives encourage you to improve the appearance of your land and buildings, following guidelines council has adopted, and help offset costs for redevelopment, reuse, rehabilitation and brownfield remediation.

Small Business Enterprise Centre

The Elgin/St. Thomas Small Business Enterprise Centre (SBEC) is a free small business support centre serving entrepreneurs and business owners across St. Thomas and Elgin County.

SBEC offers:

  • one-on-one business advisory services
  • training workshops
  • mentorship connections
  • access to funding programs

Provincial and local partnerships fund SBEC's work. As part of Ontario's provincial network of Small Business Enterprise Centres, SBEC connects you to both local expertise and a broader support system.
