Bids and Tenders
The City of St. Thomas is committed to a fair, transparent and competitive procurement process.
The City purchases a wide range of goods and services to support municipal programs, facilities and operations. Procurement decisions are made in accordance with the City's Purchasing By-law and applicable policies, legislation and trade agreements.
Current bidding opportunities
The City posts its competitive procurement opportunities on the Bids and Tenders online platform.
You can use the platform to:

- download bid documents
- register as a plan taker
- submit bids electronically
- view bid results
Bidders are responsible for reviewing all requirements, specifications, terms and conditions included in the applicable procurement documents before submitting a bid.
Bids and Tenders
The City's Purchasing By-law establishes the policies and procedures for purchasing goods and services. It applies to City departments and sets out requirements for purchasing, competitive bidding, approvals and accountability.
Procurement process
The City uses competitive procurement processes to obtain goods and services that provide value for taxpayers and meet the City's operational needs.
Depending on the type and value of the purchase, the City may use different procurement methods, including requests for quotation, requests for proposal, tenders and other competitive processes.
Procurement decisions may consider factors such as price, quality, service, experience, performance and the requirements of the procurement.
Accessibility requirements
Businesses and individuals providing goods or services to the City must meet applicable accessibility requirements.
Suppliers and their employees who provide goods, services or facilities to members of the public on behalf of the City may be required to complete accessibility training under the Accessibility for Ontarians with Disabilities Act, 2005.

Cooperative purchasing
The City participates in cooperative purchasing initiatives with other public sector organizations. Cooperative purchasing can help participating organizations achieve efficiencies and value through joint procurement opportunities.
Elgin Middlesex Oxford Purchasing Co-operative (EMOP): the City participates in the EMOP, a group of public sector organizations that works together on cooperative purchasing opportunities. EMOP may issue joint procurement opportunities, standardize specifications and share market information among participating organizations. Visit the EMOP website
Ontario Public Buyers Association (OPBA): the City maintains membership in the OPBA, a professional association that supports public procurement professionals and promotes effective public purchasing practices. Visit the OPBA website
Surplus goods
