Change of Use Permits
A Change of Use Permit is required when the intended use of an existing building or part of a building changes to a different major occupancy classification under the Ontario Building Code. Before a permit is issued, City staff review the proposed change to ensure it complies with the Ontario Building Code, the City's Zoning By-law, and other applicable legislation.
These permits help ensure that buildings continue to meet fire protection, structural, accessibility, and life safety requirements appropriate for their new use. It is the responsibility of the property owner (or their authorized agent) to obtain a Change of Use Permit when required.
When is a Change of Use Permit Required?
A Change of Use Permit is generally required when there is a change in the major occupancy classification of a building or a portion of a building, as defined in Parts 2 and 10 of the Ontario Building Code.

Permit Fees
Change of Use Permit fees are based on the value of the proposed work:
- $25 for the first $1,000 of construction value
- $7 for each additional $1,000 of construction value
The declared construction value must include all costs associated with the project. The Chief Building Official may determine the value of the work for the purpose of calculating permit fees. All applicable fees must be paid before a permit is issued.
