Media Release: City Appoints New Director of Financial Services/Treasurer

The City of St. Thomas is pleased to announce the appointment of Adam Boylan, CPA, CA as its new Director of Financial Services / Treasurer, effective October 6th, 2025. Mr. Boylan will be succeeding Treasurer Dan Sheridan, who is retiring after many years of dedicated service.

Mr. Boylan is a Chartered Professional Accountant (CPA) with more than a decade of progressive financial leadership experience across municipal government and the private sector. He most recently served as Director of Corporate Services and Treasurer with the Township of Malahide, where he oversaw budgeting, asset management, IT operations, and procurement, while also providing interim leadership as Chief Administrative Officer.

His extensive municipal background also includes previously serving as Manager of Finance with the City of St. Thomas, Manager of Financial Planning & Analysis with the Municipality of Lakeshore, and Financial Analyst with the Municipality of Chatham-Kent. Earlier in his career, he worked as a Senior Accountant with BDO Canada LLP and a Staff Accountant with Crown Metal Packaging Canada LP.

“Adam’s strong technical expertise, coupled with his proven leadership in high-growth municipalities, will be instrumental as St. Thomas continues to plan for its ambitious growth and development,” said Mayor Joe Preston. “We are pleased to welcome him back to our team and look forward to his leadership in strengthening the City’s financial policies and long-term planning.”

In his new role, Mr. Boylan will lead the City’s financial strategy, including the development of a multi-year financial plan, the coordination of the City’s first Mayor budget, and policy development to support housing, economic development, community partnerships, and infrastructure investment.

A St. Thomas resident raising his family locally, Mr. Boylan brings not only financial expertise but also a strong commitment to the City’s brighter future.
