Quality child care programs help children feel safe, supported and cared for. They support children’s learning and development by building relationships with families and educators, and providing an engaging and caring environment that helps children develop and grow.

In Ontario, programs are licensed by the Ministry of Education, and regulations are set under the Child Care and Early Years Act (CCEYA, 2014). Licensed Child Care Programs
Licensed Child Care Programs offer part-time and full-time care for infants, toddlers, pre-school, and school-aged children. Licensed Child Care Programs are licensed by the Ministry of Education and can operate in a variety of locations including private buildings, community centres, and schools. Licensed Child Care Program staff members include professionals with training in Early Childhood Education. Programs and activities are designed for children of different ages and stages of development.
Licensed Nursery School Program
Licensed Nursery School Programs provide part-time preschool programs for children ages 18 months to 5 years. Nursery School Programs are licensed by the Ministry of Education and can operate in a variety of locations. Program staff members include professionals with training in Early Childhood Education.
Licensed Home Child Care Programs
The Ministry of Education licenses the Elgin Home Child Care Program who contracts and supports local individuals who offer child care out of their own home. These providers may offer part-time, full-time, before and after school, and extended hours for infants, toddlers, pre-school, and school-aged children.
