Waterworks Park to Highbury Avenue

   
South Edgeware Road from Waterworks Park to Highbury Avenue will be reconstructed as part of the City’s plan to provide servicing to the Yarmouth Yards industrial development, renew aging infrastructure, and accommodate growth in the City of St. Thomas. The project includes improvements along First Avenue from the Highway 3 Expressway to South Edgeware Road, and on Dalewood Road from Woodworth Crescent to Dalewood Road.

The South Edgeware Road Construction project is part of a multi-phase plan for improving and upgrading servicing in the northeast quadrant of the City. A trunk sanitary sewer and new forcemains are needed to convey sewage from Yarmouth Yards to the new Dalewood Wastewater Reclamation Facility (D-WRF) that is currently under construction. South Edgeware Road is due for reconstruction to renew aging sewer and water infrastructure, improve drainage, and provide necessary transportation improvements. The project will improve integration of transit, add two-way left turn lanes where necessary, urbanize the roadway cross-section and upgrade intersection treatments. The project offers an opportunity to create new connections for the Active Transportation network per the 2025 Transportation Masterplan, creating an east-west link across the City by adding a multi-use path on the north side of the street. Adding a sidewalk on the south side of the road will also greatly improve accessibility along this busy corridor. The South Edgeware Road project design follows the City’s Complete Street Guidelines to make the street safe and accessible for roadway users, including vehicles, transit, cyclists and pedestrians of all ages and abilities. 

Upgrades to existing intersection treatments will be undertaken as a part of this project. A roundabout is planned at Balaclava Street improve intersection safety and to calm traffic near the Locke’s Public School and Monsignor Morrison Catholic School. An extended right turn lane will be instated along First Avenue between Highway 3 Expressway and South Edgeware Road, for improved queuing of right and left turns. Among other options, a roundabout at being considered at the intersection of Burwell Road and South Edgeware Road to enhance traffic flow. 

Access to local business and residents will be maintained throughout the duration of the project. The project will be phased to minimize disruption to businesses and residents in the project area.

This project is proceeding under Municipal Class Environmental Assessment Schedule A+ , pre-approved, for sewer, watermain and road works within existing road allowances. As part of the planning process, intersection improvements alternatives are being considered under the Municipal Class Environmental Assessment Schedule B at the Burwell Road and South Edgeware Road, as outlined in the Municipal Engineers Associations Municipal Class Environmental Assessment process. A Notice of Study Commencement has been posted on the City’s website and distributed to businesses, property owners, and residents within 200m of the subject intersection area. Schedule
The construction work will be broken into a multi-year phased approach.

South Edgeware Road from Waterworks Park to Confederation Drive (east)
- Tentative Start Date – Early 2027
- Anticipated Completion – Fall/Winter 2027

Dalewood Road from South Edgeware Road to Woodworth Avenue 
- Tentative Start Date – Early Summer 2027
- Anticipated Completion – Fall 2027

South Edgeware Road from Confederation Drive (east) to Highbury Avenue
- Tentative Start Date – Early 2028
- Anticipated Completion – Fall/Winter 2028
