South Edgeware Road and Burwell Road Intersection Improvements – Environmental Assessment

 
The Corporation of the City of St. Thomas retained RC Spencer Associates Inc. to undertake a Class Environmental Assessment (EA) for improvements to the intersection of South Edgeware Road at Burwell Road, in the City of St. Thomas. 

The Environmental Assessment Process

The purpose of the Class EA is to identify a preferred solution for the proposed intersection improvements. This project is being completed under the planning and design process for a “Schedule B” project, as outlined in the Municipal Engineers Association’s Municipal Class Environmental Assessment process. The Class EA process involves the collection and integration of input through consultation. The major components of the study include: 
  • Identification of intersection options and roadway infrastructure improvements; 
  •  Evaluation and selection of a preferred option based on consultation;
  • Completion of an impact assessment and identification of mitigation measures for consideration during the design phase;
  • Documentation of the study process and recommendations by way of a Project File, which will be available for public review and comments at the end of the study.

Presentation of Alternatives

Through the Class EA process, the following alternatives were identified:

Option 1 - Do Nothing (with existing geometric conditions and signal control)
Option 2 – Optimized Signal Control (with optimal geometric conditions)
Option 3 – Roundabout Control (with the City’s proposed geometric constraints)

Public Consultation

At any time during this project, there is an opportunity for interested persons to review outstanding issues and to bring concern to the attention of the Project Team. The collected information will be used in accordance with the Freedom of Information and Protection of Privacy Act. Except for personal information, all comments will become part of the public record.
