The City of St. Thomas shares with sadness the passing of former Mayor and long-serving community leader Clifford “Cliff” Barwick.

In recognition of his service and commitment to the community, City flags will be lowered to half-mast until Tuesday, May 12, 2026, following the funeral on Monday, May 11, 2026.

Barwick dedicated decades of his life to public service in St. Thomas. He served as Mayor from 1977–1978 and again from 2006–2010, and as an Alderman during multiple terms between 1978 and 2014. He was also Chair of the Finance and Administration Committee for many years, contributing to the city’s fiscal stewardship and governance.

Beyond municipal service, Barwick was a respected teacher at Arthur Voaden Secondary School, a proud member of the Elgin Regiment, and a committed community leader whose influence extended well beyond the council chamber.

“Cliff Barwick dedicated decades of his life to serving St. Thomas,” said Mayor Joe Preston. “His leadership, experience, and unwavering commitment to this community left a lasting mark. On behalf of City Council and residents, I extend our sincere condolences to his family and loved ones.”

The City of St. Thomas extends its heartfelt sympathies to the Barwick family and all those who had the privilege of knowing and working with him.
