Community Improvement Plan
The Community Improvement Plan (CIP) provides financial incentives to help eligible property owners improve, redevelop, reuse or rehabilitate properties in St. Thomas.
The programs are designed to support improvements to buildings and properties, encourage investment and redevelopment, and assist with projects such as brownfield remediation. Eligible projects may receive financial assistance to help offset a portion of project costs.
The CIP includes nine financial incentive programs. For eligibility requirements, eligible costs, application requirements and program details, please review the complete Community Improvement Plan and application package below.
Important Information
CIP financial incentives are subject to the availability of funding within the City's CIP budget. Applications are processed on a first-come, first-served basis.
