Proclamations, Flag Raising and Lighting Requests

Recognizing Our Community

The City of St. Thomas is proud to recognize important causes, occasions and initiatives that are meaningful to our community.

Individuals and organizations may request recognition from the City through an official proclamation, flag raising at City Hall or lighting of the Jumbo Monument.

These recognitions help raise awareness, celebrate important occasions and highlight the organizations, initiatives and causes that contribute to our community.

Requests may be made for one or more forms of recognition using the City's Proclamation, Flag-Raising and Jumbo Lighting Request Form.

Proclamations

A proclamation is an official recognition by the City of St. Thomas of a particular cause, occasion or initiative.

Proclamations may recognize a specific day, week or month.

When requesting a proclamation, you will be asked to provide:

  • The name of the proclamation being requested

  • Whether the recognition is for a day, week or month

  • The specific date or dates requested

  • A proposed date and time for a proclamation ceremony, if applicable

Proclamation ceremonies are public events and take place Monday to Friday during regular office hours.

If a ceremony is requested, the date and time will be confirmed by the Mayor's Office.

Flag Raisings

The flagpole at St. Thomas City Hall provides an opportunity to recognize important causes, organizations and occasions.

When requesting a flag raising, you will be asked to provide:

  • A description of the flag to be raised

  • The requested date or dates

  • A proposed date and time for a flag-raising ceremony, if applicable

Flags may be raised for a maximum of one week.

Flag-raising ceremonies are public events and take place Monday to Friday during regular office hours. Ceremony dates and times will be confirmed by the Mayor's Office.

Jumbo Monument Lightings

Jumbo is an iconic symbol of St. Thomas and our proud railway heritage. Special lighting of the Jumbo Monument provides a unique opportunity to bring attention to an important cause or occasion.

When requesting a Jumbo lighting, you will be asked to provide:

  • The recognition or occasion

  • The requested lighting colour

  • The requested date or dates

Jumbo Monument lightings may be requested for a maximum of one week and are subject to the capabilities and availability of the monument's lighting system.

 

Complete the City's Proclamation, Flag-Raising and Jumbo Lighting Request Form, including all applicable sections and your contact information.

Requests are considered in the order they are received, so applicants are encouraged to submit their request as far in advance as possible, particularly when requesting a specific ceremony date.

Forms may also be delivered in person to the City Clerk's Office, Level 2, City Hall, Monday to Friday from 8:30 a.m. to 4:30 p.m.

Organizations may request more than one form of recognition for the same occasion.

For example, an awareness week could include an official proclamation, a flag raising at City Hall and special lighting of the Jumbo Monument.

Simply complete the applicable sections of the request form for each recognition you are requesting.

 

Once your completed request has been received, it will be reviewed at an upcoming council meeting.  Members of Council will determine if the request is approved.

Submitting a request does not guarantee approval or availability of a particular date, time or recognition.

Please be aware that information submitted in support of a proclamation, flag-raising or Jumbo lighting request constitutes public information and will become part of the public record.

Applicants are asked to provide their consent acknowledging that the City may make the request form available to the public in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

The City of St. Thomas is committed to fostering safe, inclusive and respectful public spaces for everyone.

The City reserves the right to refuse requests that promote or incite hatred, discrimination or harassment based on race, religion, ethnicity, gender, sexual orientation, disability or any other protected ground under the Ontario Human Rights Code.

This includes requests associated with antisemitic, racist or other hate-based ideologies or activities.
