Brighter Future

Brighter Future is the City of St. Thomas’ 2024–2027 Strategic Plan. It provides a framework for Council and City staff to establish priorities, guide decision-making, and align resources with the needs and priorities of the community.

The Strategic Plan brings together Council's vision and community input into a set of priorities that guide the City's work throughout the term of Council.

Putting the Plan into Action

The Strategic Plan is intended to guide the City's ongoing work—not sit on a shelf. Council and City staff use the plan to help inform business planning, projects, initiatives and resource allocation across the organization.

Progress is monitored throughout the year to ensure that strategic priorities remain connected to the City's day-to-day work and that Council has regular opportunities to review progress.

Reporting to Council and the Community

Progress on the Strategic Plan is regularly reported to Council throughout the year.

Monthly reporting provides Council with updates on strategic initiatives and activities, helping to maintain visibility on the work underway across the organization and identify areas that may require further direction or attention.

These updates support ongoing accountability and allow Council to monitor implementation of the Strategic Plan as work progresses.

Measuring Performance

In addition to tracking individual initiatives, the City uses Key Performance Indicators (KPIs) to measure progress toward the outcomes identified in the Strategic Plan.

KPIs provide a way to look beyond whether an action has been completed and assess whether the City's work is contributing to meaningful results for the community.

The City tracks KPI data on an annual basis and reports on results to help Council and the community understand progress over time.

A Living Plan

Brighter Future provides direction for the 2024–2027 term of Council while allowing the City to respond to changing community needs and opportunities.

Through ongoing implementation, regular reporting and annual performance measurement, the City continues to assess progress and ensure that its work remains aligned with the priorities identified in the Strategic Plan.
