Official Plan
The Official Plan is the City of St. Thomas's long-term policy framework for how the community will grow and develop. It guides decisions about land use, development, infrastructure and the protection of important community resources.
The Official Plan establishes policies for matters such as housing, employment, transportation, parks and open space, environmental protection, community facilities and economic development. It also identifies where different types of land uses are planned and provides direction for future growth and development across the City.
The Official Plan is used by City Council and staff when making decisions about planning applications and development proposals. It also provides direction for the City's Zoning By-law and other planning initiatives.
