Major Arterial Roadway (MAR) Connection Municipal Class Environmental Assessment (EA)

 

The Study
The City of St. Thomas is establishing a new industrial subdivision in the northeast.  To accommodate growth and development, and to provide access to this new subdivision, a new arterial road is needed.

The new road will be a major arterial road that connects Centennial Avenue and Yarmouth Centre Road, as shown in the study area map.

The City has now completed a Municipal Class Environmental Assessment (EA) for the Major Arterial Roadway Connection between the existing intersection of the St. Thomas Expressway and Centennial Avenue easterly to Yarmouth Centre Road.

The Process
The Class EA will consider options to address transportation and traffic needs of the corridor in consideration of ongoing and planned development.

This study is being carried out as a Schedule 'C' project under the Municipal Engineers Association Municipal Class Environmental Assessment (March 2023, as amended), which is a planning process approved under Ontario's Environmental Assessment Act.

In identifying the recommended improvements, the study will consider technical and aesthetic requirements; as well as socio-economic; cultural heritage, and natural environmental factors.  Upon completion of study, as Environmental Study Report (ESR) will be prepared to document the Municipal Class EA planning and decision-making process and made available for a 30-day public review period.  A Notice of Completion will be issued at that stage.  The ESR will document the Class EA process from Phase 1 to Phase 4.
Get Involved

Public input is an important part the Class EA process.  As such, the City invites you to learn more about the study, including the need and justification, key constraints and considerations, as well as recommendations developed for the study area by reviewing the online Public Information Centre 2 (PIC #2) information starting October 18, 2023, and completing a comment form by November 8, 2023 at: http://www.stthomas.ca/MajorArterialEA
