Elysian Street Construction - St. George Street to East Street
Elysian Street and East Street have been prioritized for watermain, sewer and roadway replacement due to the poor condition of the aging infrastructure. The area has been identified in the City's Asset Management Plan and 10 year Capital Forecast for renewal as a 2024 Complete Streets project.
Existing Conditions
The Elysian Street Reconstruction project includes Elysian Street from St. George Street to the east limit, and East Street from Elysian Street to the north limit. The scope of the project generally includes the replacement of watermain, replacement of sanitary sewer, new storm sewer, sidewalk, curb and gutter and new asphalt driving surface.
The design follows the City's Complete Street Guidelines to improve and enhance accessibility for roadway users of all ages and abilities. The design provides a sidewalk on one side of the roadway only, to accommodate sidewalk width requirements of Ontario's accessibility standards within the limited space available in the existing right-of-way. During the design, the one-way configuration on Pearl Street and Penwarden Street from Scott Street to Elysian Street was identified as a problem for access to these streets during construction. Pearl Street has sufficient road width to allow for two-way traffic without any changes to the existing parking configuration. Pearl Street will be permanently converted from one-way traffic to two-way traffic as part of the Elysian Street project to encourage slower speeds and improve vehicle access in the neighbourhood.
Penwarden Street does not have sufficient width for two-way traffic without changing the existing parking configuration. As a result, two-way conversion of this street is not recommended at this time. During construction, Penwarden Street will be closed to through traffic, but local traffic will be maintained through the construction zone.
